How come I can't watch YouTube videos in my iPad, it keeps on loading and loading, yet I can watch videos perfectly on my small laptop and on my small iPhone. Why can't I watch videos in my iPad, Do I need to update the latest iOS, Or what else,

Unistall and re-install the YouTube app, reboot the iPad, if there is a device update waiting to own, run it.

You don't mention if you have the YouTube player app attached to your iPad, but the default behavior of YouTube videos on the web is must you to install the YouTube app on your own iPad rather than play inside the browser.
